To Whom It May Concern:

NCDOT currently leases the building at 303 NC 740 Byp. E., Albemarle, NC from the owner, Mr. Tony Ledbetter. In preparation to begin this lease NCDOT required extensive modifications be made to the structure including carpentry, plumbing, floor coverings and painting. Because this building is leased by the State of North Carolina, all work had to conform not only to local requirements, but to scrutiny by the Council of State and the State Property Code Services Section.

Mr. Ledbetter secured the service of Mr. Jeff Smith of JMS Builders, Inc. to perform and oversee the required work. I was able to meet with Mr. Smith and discuss our needs for the building. With Mr. Ledbetter’s approval, Mr. Smith and I made various changes to the original plan and work proceeded on the building. Walls were taken down and new walls were constructed. Light fixtures were moved. The entire interior was repainted. Floor coverings were removed and replaced. Some cabinet work and plumbing was performed in the new break area. Plumbing was also needed to install our large capacity ice machine.

Throughout the entire process Mr. Smith was completely professional and worked diligently to accommodate our needs as well as comply with the complex and at times, convoluted requirements of the State. The quality of workmanship was outstanding. More importantly, Mr. Smith was very responsive and attentive to our needs and concerns. What truly impressed me the most was his ability to communicate and respond to all of our wishes. Therefore, it is my determination that while the workmanship is of excellent quality, the character of Mr. Smith and his company are also of excellent quality. For this reason, I highly recommend Mr. Jeff Smith and JMS Builders, Inc. for any building project you have in mind.
